my account wont activate, because its using an old email

I have an old email and my icloud email to activate my new iphone, but I cannot reactivate my old settings because it wont allow me to use my icloud password and I dont remembrer the old password to my other iphone old settings. Its not accepting one universal password, when I try to reset the old one, apple makes me wait 14 days to reset it again and we keep going in loops just to get the iphone14 up and running

Then you have to wait in order to process.
