Apple platforms come with many preinstalled fonts that can be used by your app’s user interface. Additional fonts are available for download on each platform or through document-based apps

Apple doesn't choose any fonts for you. Apple includes lots of fonts in the operating system, and makes even more available for download, but that's it.
Many 3rd party apps have very poor font management. Apple provides many tools to organize your fonts, but these 3rd party apps will not let you use any of Apple's tools. Apple can't force them to write better software. It is the users' responsibility to stop giving these people money for shoddy work.
You can't. Starting with Big Sur you can't remove them from the drive. And beginning in Ventura, you also can't disable them.
