my ex room mate stole my iphone and he knew my icloud credentials and passcode. He deleted the icloud account from the device. Can i find it using IMEI or IMEI2 or serial number?

If this person removed your iCloud from the device then you can't really do anything other than contact your local authorities and report your device stolen. You'll need your serial number to do so. If you don't know that, then reach out to your Cell phone provider (AT&T, T-Mobile, etc..) for that information.

… establish a new AppleID on a new iPhone.
AND learn from past mistakes.
