Try Ethernet and a Computer:

Sorry, it didn't help. I have NEVER had an issue updating any Apple device I've every owned. This is NOT a widespread issue. If it was, this forum would be bubbling over with user complaints, but it's simply not.

Did you by any chance reboot your router? Maybe forget your Wifi and then reconnect. There are a LOT of variables when dealing with routers in the wild. And Apple doesn't control, nor design them. Maybe try a simple Forced Restart of your iPhone --> Force restart iPhone - Apple Support

If nothing helps, then I'd recommend you reach out to Apple for help directly. If you're in the US, you can call Apple at: 800-MY-APPLE.

Do you by chance use a VPN on your phone? If you do, you should dump it completely as VPN is not needed on iPhone and often causes issues like what you're experiencing. If you do have a VPN and you think it provides something you think you need, turn it off when you try to do update your iPhone.

It’s a workaround. If WiFi is not working, then plug your computer into Ethernet while performing the update. If there is no Ethernet port, then this would not be an option for you. You might want to try a different network, too.

Don’t be rude. This is just a user-to-user forum. We are not Apple. I’m just making suggestions, to help you find an answer, and that’s how you are seeing these forums. And I’ll leave it at that.

Add-on VPNs function by insinuating themselves into network routing. Sometimes in unexpected fashion. When a secure network connection to Apple or elsewhere is required, best disable the known-credentials tunnel wrapping the traffic a second time that is provided by the add-on VPN, and use the built-in network connection security.

After trying all these suggestions. I disabled my Wi-Fi and that allowed me to download the update.
