My daughters phone says support.Apple.come/iPhone/restore she has iPhone 11 and her lock button doesn’t work so she can’t turn it on

You need to contact Apple support.

First things first. The button will have to be repaired or replaced before you can proceed further. Make an appointment at the Apple Store or take the phone to an authorized Apple Service shop.

Since the phone will already be at the shop, it would make sense to have the techs go ahead and restore the phone as well so you will be able to set up the phone to get things working again.
