Female stole my phone. I put in lost mode. Reported to Apple. Her brother is a policeman. Can he use my stolen phone to track me.

If she has the phone, nobody can track it to you.
Apple does not play an active role in dealing with stolen devices, unless you mean the Find My service (which I suspect is fully automated).

Apple does not become involved in such cases; you need to work with law enforcement. If the phone is in lost mode, it is not usable.
