I can’t get my iPod touch to connect to internet. I have “reset” the settings It did not help. I can’t reset the iPod because I can’t log into my Apple ID due to no internet. Does anyone know any other ways??

Which generation iPod Touch is it because some older iPod Touch models can no longer get access to the iTunes Store? I believe such iPods can still gain access to the internet, though. See this Apple article: Identify your iPod model - Apple Support.
If the issue is that you cannot get access to the internet generally, but your iPod is capable of that, have you confirmed that your iPod is connected to a Wi-Fi router? Have you checked that the password your iPod is using for that router is correct?
By the way, you can reset your iPod by simply turning it off and back on again. Even if your iPod requires a Restore (which is a step up from reset), you can do that by using iTunes, without any need to sign into your account. If you have a newer Mac, using OS Catalina (10:15) or later, use Finder instead of iTunes.
In any event, you should not need to sign into your account and to Restore the iPod, you need iTunes or Finder, not the internet.
