No !!!

It’s a too-common scam where you’ll typically be asked to “verify” yourself; handing-over the “keys” to your iPhone and AppleID to the criminals in the process.

The ONLY communication you should ever receive from a legitimate “finder” would be via the contact means you provided on your phone’s screen when placing it in “Lost Mode.”

Apple does not get involved with lost or stolen phones, so you know automatically that any "message" from "Apple" about your phone is going to be a scam that that is trying to trick you into revealing personal information. Apple will never send a message like this.

Delete the message and the others that you will receive in the future.

is it a scam message because my phone was actually stolen

It is a common scam.

This scam message is seeking to get your Apple ID credentials to unlock the device.

And to pillage your Apple ID, if the thieves are inclined.

If you do want to provide a message to or provide contact info to the thieves (such as “stolen, serial number reported, leave at a police station”), you can set that in Lost Mode.

I would not provide any info that gives away your location or a direct contact path.
