how can I setup apple school management system in uzbekistan

Apple School Manager is not avilable in Uzbekistan and we have to setup this system in our school ( reasons: controlling students, problems with settings and others ). We Have 12 branches and more than 8000 students ( 1000 iPads and iMacs) in our school and we are planning to open more than 40 branches to next year.
