Set Photos to Automatically go into Shared Library

In the camera app, can you set it where the shared library button is always turned on automatically? I forget to turn it on when I take a photo and then my pictures don't seem to go into the shared library unless I do it manually. I think I have my settings correct: sharing from camera turned on, share automatically is checked, and share when at home is turned on.

I am trying to get all of my photos and my husbands photos to sync so I can make a photo book! Ha! Also, if I add him to my shared library, does he have to add me to his shared library?
