Contact card not available for Facetime
my mom’s contact card who only uses an email ( not a cell phone) says it’s not set up for FaceTime. She can FaceTime me, but I can’t FaceTime her…. How do I fix that?

If you haven't already: you can Set up FaceTime on iPad - Apple Support
If needed:
Try going to the Contacts app:
Tap your Mother's Contact Card,
Tap Edit,
Make any changes you want (eg: check her email address is listed ok)
Tap Done
