I purchase an Iphone 7 as second hand. I could not access the first user again and now the phone is asking to activate iCloud before I could access it.
You will need the Apple ID and Password of the person who originally set up the phone.
Without that information, the phone is useless.

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you.
