iMessage Activation Error For Zong (Pakistan)

i have been facing an issue with iMessage activation for the past month. i have tried every single thing on the internet, and i can confirm that my number is working, by sending and recieving sms from my number, the only thing that i suspect could be the issue is that my mobile network was ported from jazz to zong, i have contacted both carriers and they both say there is no issue from their end. and that i should contact apple. but the contact number for apple support of my region isnt working (keeps saying unaccessible), i was hoping someone here could help because i use iMessage a lot
