I am trying to join Apple Developer Program Enrollment
but it always tell me that :
Your enrollment in the Apple Developer Program could not be completed at this time.
even the Visa card is active and I bought from it many times from outside the age 45 . I send a case to Apple support but they didn't answer me . what I can do ?

Some of the usual wrinkles: Email-formatted Apple ID and not a mobile-formatted Apple ID, no VPN, not an embargoed person or country or region, established payment card, etc.
You could try asking Apple Developer support: Support - Apple Developer
But you’re going to need to pursue this with Apple.
