My ipad was stolen and they somehow figured out how to remove the lost mode and my icloud password

Only way is if they can access your Apple ID. If that is the case you need to immediately follow If you think your Apple ID has been compromised - Apple Support

That’s unlikely. It’s much more likely that the iPad has been turned off or has run out of battery.
