When in finder menus are off the screen a bit. Moving the mouse up and down jumps the screen to see the pull down menu and or the dock Also moving mouse side to side jumps the screen. Changing display resolution doesn't stop it. OS Venturna 13.4 iMac 27 inch

You've zoomed in on the screen. Hold the control key and scroll/swipe down on the mouse. If control doesn't work, check System Settings > Accessibility > Zoom and see what the "Modifier key" is set to.
