I've thousands of pictures on my iphone but not on icloud

I have over 5K pictures on my iphone yet the icloud only has 75 pictures. I want to transfer the pictures from my phone to my pc but I'm struggling all evening no matter what I try it's not working. Any suggestions welcome please.

iPhone 11, iOS 16

Settings > photos

ensure iCloud Photos is enabled

then, plug in your phone and leave it

check the status:

open photos

tap library

scroll to the bottom

youll see a count of items and beneath that, the current cloud status
