Can screen time be controlled from Android?

We have an family set up in the settings app. Me (the older brother) being the manager, with the two kids been my younger brother and sister (6 and 5). I remotely manage the phones from my settings as you can on an iPhone but would these settings be controllable from my Mums Android phone without the need for other software?
