My iPhone 13 is stuck on SOS, how can I fix this?

Is there a way you can fix it yourself 

I just got this iPhone and I don’t know how to use it am 72 years old I don’t have much pictures on and I’m not sure what going on with this iPhone I did pay my bill. I need my phone to get to the doctor what do I need to do to get it back on today. I don’t have any money to go anywhere. Turn my phone back on give Ella SOS.
