Apple dictionary

Apple dictionary app is unable to download, when i go to general>dictionary, after a 30 sec it shows “Dictionary Unavailable

Connect to the internet and try again.” although i am connected to the internet I switched on other network as well for cross check, but issue still not resolved.

i did network reset, region changes, reset all settings, hard reset, iTunes restore and update, iCloud restore and update, but nothing positive happens.

im using iPhone XS 16.5.1. Please help me out.
