My PC wont recognize either of my 2 Ipods. ive uninstalled and reinstalled ITUNES numerous times. Even had a computer repair person try.

Try this:

If your computer doesn't recognize your iPhone or iPad - Apple Support

If that doesn't help. Contact apple support: Contact Apple for support and service - Apple Support
