most bluetooth devices needs to be put into pairing/ discovery mode first time they connect to a device

how one goes about placing them into pairing mode differ from device to device it will likely be described if in the documentation or on the website of the manufactorer or even if you google

To setup and use Bluetooth devices with your iPad, see:

Set up and use Bluetooth accessories on iPad - Apple Support

When initially pairing, a Bluetooth device must be placed in its discovery/pairing mode - and you may need to enter a specific code on your iPad or device. Each device may differ in how this is achieved, but the process will be described in the individual device’s User Guide.
