Arrow key scrolling broken in Safari 16.5 (Ventura)

As of recently, hitting arrow keys as described on this page: Keyboard shortcuts and gestures in Safari on Mac – Apple Support (UK) does not work as described on that page.


That page says. as of now:


> Scroll up, down, left or right: Press the arrow keys.


However, pressing arrow keys does not result in that behavior. Instead, behavior is erratic with page scrolling randomly to top or bottom, or nothing is happening at all.


  • Since I have been using arrow keys often before, this must’ve started recently.
  • Restarting Safari doesn’t help.
  • This affects all and every website, including this Apple website.
  • This happens with both built-in keyboard on my MacBook Pro M1 as well as newly bought external Bluetooth keyboard from Logitech.

I have the same issue, OS 13.4.1 and Safari 16.5.1. Have been going on for about 2 months, but not all websites. Apple works, this one works. On some other sites arrow keys will lock in scroll and the only way to stop it is to move the mouse wheel. Full keyboard access is off. I was sure it was a bug in Steermouse, that I use for mouse shortcuts but I just tested and it was not.

Like others I am seeing the same behavior but only on certain websites. 9to5Mac is one for me. Most websites work normally. This leads me to believe the issue is related to coding on the website. Whether the cause is the website or a flaw in Safari remains to be seen but there appears to be a conflict of some sort.
