Arrow key scrolling broken in Safari 16.5 (Ventura)

As of recently, hitting arrow keys as described on this page: Keyboard shortcuts and gestures in Safari on Mac – Apple Support (UK) does not work as described on that page.

That page says. as of now:

> Scroll up, down, left or right: Press the arrow keys.

However, pressing arrow keys does not result in that behavior. Instead, behavior is erratic with page scrolling randomly to top or bottom, or nothing is happening at all.

Since I have been using arrow keys often before, this must’ve started recently.
Restarting Safari doesn’t help.
This affects all and every website, including this Apple website.
This happens with both built-in keyboard on my MacBook Pro M1 as well as newly bought external Bluetooth keyboard from Logitech.

Continuous unstoppable scroll is described in a separate thread somewhere I suspect. In this bug, arrow keys either do nothing or the page jumps to top or bottom and *then* arrow keys do nothing.

It did begin around the same time for me I think, but symptoms seem sort of different.

The arrow keys work correctly on Ventura 13.4.1 and Safari 16.5.1 on both an Apple extended keyboard and MBP M1 Pro keyboard on this site, and others. There is no external keyboard attached to the MacBook Pro and the other Mac is an M2 mini Pro. There are no Logitech keyboards in the house…

I have the same issue, OS 13.4.1 and Safari 16.5.1. Have been going on for about 2 months, but not all websites. Apple works, this one works. On some other sites arrow keys will lock in scroll and the only way to stop it is to move the mouse wheel. Full keyboard access is off. I was sure it was a bug in Steermouse, that I use for mouse shortcuts but I just tested and it was not.

Like others I am seeing the same behavior but only on certain websites. 9to5Mac is one for me. Most websites work normally. This leads me to believe the issue is related to coding on the website. Whether the cause is the website or a flaw in Safari remains to be seen but there appears to be a conflict of some sort.

I had no intermittent issue you describe. When the bug started for me, it started affecting all websites indiscriminately, and is still doing so. I have not encountered a single website where scrolling works, including all Apple sites.

The broken behavior persists regardless of the keyboard used. An external keyboard confirms that the issue is not with the built-in keyboard though.

Extra data point: this happens when using not only Safari but also Orion (I am guessing it uses the same web view as Safari). It does not happen when using other browsers like Chrome!
