Does iCloud compress my photos?

Does iCloud compress my photos? Am I paying for iCloud space for raw/large images? If the files are large, how can I compress the photo files before I upload them to iCloud?

iCloud keeps the original photos in the cloud. If you elect to optimize, then lower-resolution files are kept on your device instead of the original photos.

If iCloud can Optimize (compress) my photos, how do I get them back to full resolution for my usage?

When you open any individual photo in a device that is optimized, the original is downloaded again from iCloud.
