undo a “delete and report as junk” text

There is not an option to undelete or recover a text in iOS.

If it's particularly important, your best option will be to restore your iPhone from a backup from either iCloud or to your computer. Bear in mind, this won't work if Messages is toggled on for iCloud under Settings > [your name] > iCloud as messages are synced and updated automatically.
