I had the 3 months for 10.99 plan and it’s supposed to end in September but a few days later they doubled my payment to 23 dollars and my subscription end in 1 month. How will I get my 11 dollars and my 3 month back?

This looks like a phishing email, but I could be wrong.. whose the sender (tap where it says “to me”)? The Cash App part is throwing me off.
In the mean time, DO NOT click on any links to attachments from that email. This is an unknown sender at this time and you should not click on links or attachments from anything you do not recognize. Always go to apple.com yourself and take actions, do not click on buttons.
If you go to http://reportaproblem.apple.com/ and log in you should be able to see all charges. This is a charge for $23.58 and it’s doesn’t appear to be for Apple Music. It just says a transaction, it could be any app. If the above link shows a $23.58 charge you’re okay.
If you didn’t make the purchase, you can go to Request a refund for apps or content that you bought from Apple - Apple Support. Although if you didn’t make the purchase, I would recommend changing your Apple ID password and passcode.

I would also recommend going through Saftey Check under Privacy & Security in Settings. Step 3 is the most important, it’ll show all devices using logged into your Apple ID. Select all devices you don’t recognize and remove them. This will log them out of your Apple ID.
Again, change your Apple ID password and device passcodes.
Alternatively,
Are you the organizer of a Family Share group with Purchase Sharing toggled on? If so, all purchases are charged to the shared payment method on file (usually the organizer’s default payment method or whatever was set up). If this sounds likely, verify none of your Family Share group has made this purchase.

Do you have a screenshot of this? None of the Apple Music plans are $23 a month so I find it strange you're receiving a message stating it is.
