Reset end to end encryption loop

I have a very frustrating issue about my iCloud, I keep getting notification in settings to update my Apple ID and when I try to update it, it asks me to enter my Apple account password, after that it ask me to reset end-to-end encryption data, I press continue, then nothing changes and I get back to beginning like nothing happened, and the notification still world exist and didn’t disappear, I tried to reset all settings manually, but the notification still there!!

now I can’t sync keychain and my AirTag is not recognized by my phone, and I keep getting notifications “someone is following you” 😖, and any service that use end to end encryption.

I have this issue for more than 2 months, I went to Apple Store didn’t help, I called Apple support, after one week of work with them, they told me it’s just you, this is general issue and it will be fixed with an update, I got since this problem 3 updates and still the same problem, my AirTag is useless and actually annoying because of the “security alert” (someone is following you).

any suggestions?

Unfortunately not yet, I've be using iphone since 2010, I never had un issue and didn't get it solved, specially when apple support gor involved!!!

I don't know why I'm paying for icloud service and not get all the benefits like key chain, also my airtag is useless now, it's even annoying since my phone consider it as it's not mine and keep notifying me "someone is tagging me)!!!
