How do I add a security key using the web? (Not on a device)

I want to protect my Apple ID with a YubiKey. My YubiKey is not compatible with my iPhone. I would like to set up the security key using the web portal, iCloud or AppleID whatever. I don't see the option on the web and the instructions talk about using settings on an i device or a Mac.
