Activation lock with out owner

There is nothing you can do and the device is useless without the original owners Apple ID and Password. The reason it is locked is probably because it is stolen and that is the whole purpose of Activation Lock. If you purchased this from someone that is not the owner, then you were scammed. Sorry, that is just the way it works.

Above is correct. Either get it unlock from the seller, or a refund from the seller, or (when the seller has disappeared, as happens far too often) recycle it.
