I have just installed a new logic board and an SSD on my late 2014 Mac mini. When I turn the computer on, a blinking folder with a question mark appears and I can get no further. What should I do next

I have just installed a new logic board and upgraded from an HDD to a SDD on my late 2014 Mac mini. When I turn the computer on, a flashing folder with a question mark appears. I held down the command + R key but nothing happens. What do I try next? We are trying to download a new operating system and I do have a Time Machine backup

Mac mini, 10.15

If that's a SSD on which you've never installed macOS, there won't be a Recovery partition on it for Commnand-R to boot from.

If you still have your old internal HDD, you could install it in an external USB 3.0 / SATA enclosure, then try booting off it, so you'd have something to work from while you formatted and installed an OS on the SSD. There are a lot of inexpensive, tool-free USB 3.0 enclosures for 2.5" SATA drives on sites like Amazon's.
