Can I change my ICloud phone number from my hacked iCloud pw?

My iPhone13 was hacked. They changed my number and pw in my iCloud id so its making recovery impossible. Can I recovery it?

Can I regain access to my iCloud account if someone else has removed my phone number, and all my personal security details if so how? My account was compromised, and I’m wondering if I can gain access to it, they’ve replaced my phone number with theirs and along with the email, so I cant reset the password

your device was not hacked, but your account may have been. If you think your Apple ID has been compromised - Apple Support
