Question on my laptop I have 2000 photos if I sync them to ICloud it will sync all 2000 to my IPhone if I understand how it works.

is there a easy way or even a way to sync from laptop all 2000 to the cloud but only have a select couple hundred or so sync to my phone.

No, iCloud is a syncing service; it’s all or nothing. But you can enable Optimize Storage in the Photos app on your phone; that will same lower resolution (and smaller) copies on your phone, but keep the full resolution in iCloud and on your Mac.
