thunderbolt to hdmi with 2 monitors

I recently bought the OWC Thunderbolt 3 mini dock and attempted to connect 2 hdmi monitors to my 13" M2 MacBook air, but only one monitor seems to work at a time. Is something wrong with the dock, or is that a limitation of the Mac? When the dock is plugged into one port on the mac, the left monitor works. If I move the dock to the other port on the Mac without changing anything else, the other monitor lights up. I don't see any settings in System Preferences that would affect this behavior, but I hope I'm just missing something.
