So how do I combine the iCloud+ and the regular I phone storage. I’m confused, I paid the additional $9 a month for the 2TB of storage but every time I go to video or take a picture it tells me I don’t have storage. What do I do?

They are entirely 2 different things.
If you don't have enough storage on your phone, you have to delete stuff from your phone to make room or you buy a new phone that has the amount of storage you need.

Google Drive is not an Apple product. So, you may be better off asking in a Google forum for help.
However, just like with iCloud Storage, Google Drive will not add storage to your phone. In order to take a video or picture, you need to have sufficient space on your phone.
