Using a ipad with Family Sharing
Lets say I buy a ipad can i add my wife as a user on the ipad and she has her photo lib on it and I have a seperate photo library on it?

Apple's mobile devices such as the iPad and iPhone are designed with a single user in mind. You cannot practically set one up for multiple users (you would have to erase it between users). Even on computers, if you want multiple Apple accounts you need to set up separate user accounts on the computer and assign an Apple Account (ID) to each.
