Activation Lock not recognizing my Apple ID

I have to restore it since my mom (owner of the iphone 11) forgot the password then after that it led me to the activation lock and we can't get pass through it since. She has removed the device from find my iphone so that's not an option. I do not know what else to do, changing the password of the Apple ID is not option since I know that it works on desktop.

I'm not sure if I'm missing a step here but I have tried everything.

Btw the device is provided by the company she worked with. It's a second hand and she told it was a refurbished so reaching the previous owner is impossible at this point.

Then the phone is useless, you need the previous owners apple id to remove the activation lock, since using her credentials doesn't work. How to remove Activation Lock - Apple Support
