Why can't I find the chat support??

I just doesn't appear. I've followed this link https://getsupport.apple.com/solutions and nothing. I've checked several times bc someone said that "If there are no (or not enough) support personnel available, Chat is not shown as an available option", but WHEN are they going to be available???

I can't make a phone call either.

I hate when they brag about having the "best costumer service" when they clearly don't and it's almost impossible to chat with them.
