Apple pencil 2nd gen not connecting to ipad 10 gen. I was told they were compatible

They are not. The 10th Generation iPad is compatible with the first generation Apple Pencil only.
Whoever told you they were compatible was mistaken.

It's not even possible to initiate the pairing process since the 10th Generation iPad doesn't even have a magnetic strip to attach the pencil to for that purpose.
