what does error 4013 mean?

My phone is currently a slow flashing apple sign appearing every 3 - 5 seconds. I have tried everything on the apple website related to when your phone will not turn on. I tried plugging it into my laptop, as I went to restore my phone I got a notice saying Error 4013 occured, what does this mean?
