what to purchase a subscription with my funds in my apple ID

I have 50$ in my Apple ID and I want to purchase a subscription on Snapchat but they sent a message like this ‘Your Purchase Could Not Be Completed

For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/.’

can I know the reason ?
