"Turn display off when inactive" doesnt work in Ventura

I noticed that setting "Turn display off when inactive" time in Ventura doesn't work.

I set it to 1 minute, wait 1 minute with no keyboard pressing and mouse moving and display is still on.

System restart doesn't help.

I remember I had similar problem in previous version of macOS, but it was random and restart helped.

Is there any way to check in the terminal what time of "Turn display off when inactive" has been set?

Is there any way to check internal system inactivity counter with terminal?

It worked correctly for one day and today is happening again. It seems that I found bug in macOS, and quite serious from security point of view.
