Featured photos not updating

I have the same two photos featured for months now.

nothing is being added or rotating in/out of featured photos.

This has been a problem across three handsets- two iPhone 12 Pro Max and now a 14 Pro Max which was setup from an iCloud backup.

I’ve restarted the phone, I’ve disabled then re-enabled featured photos. I have plenty of photos favorited and sorted into various albums.

This feature is broken, and has been for over a year without being addressed by Apple.
