Guest file sharing is not working

I have a MacBook Pro (2020, intel) running macOS Ventura 13.4. I have enabled file sharing to make two folders accessible to guests.

In System Settings -> Users & Groups, I have enabled the option "Allow guest users to connect to shared folders" for the guest user.

In System Settings -> General -> Sharing, File Sharing is enabled. The two folders appear in the list of shared folders. In the advanced options for both folders, the option "Allow guest user" is enabled. The user "Everyone" has "Read Only" access for both folders.

Now, when I try to connect to my MacBook Pro as a guest from another Mac, I usually get a message saying the connection failed. Sometimes I can connect, but then only an empty folder named "nobody" appears. Even when I connect from my iPhone, only this empty folder appears.

I have also tried disabling the firewall on my MacBook Pro, where file sharing is enabled, but that did not solve the problem.

Now, my question is: Am I doing something wrong, or is this a bug in macOS Ventura?
