Retrieving photos from cloud

Now that I have a new computer, I want to get all my photos off my phone (and from the cloud) and onto the computer, but can't seem to make this happen due to "optimized storage." When I delete them, they are disappearing, even though I have checked the "download originals to this Mac" box. Any suggestions?

Open photos

go to photos >preferences > iCloud

toggle on iCloud Photos and ensure that your Mac is the system library

that’s it

Thank you! Unfortunately, neither 'preferences,' nor that simple step appears to exist on my OS.

According to your screenshot it’s already set up. There is nothing else to do.
