Apple keeps rejecting my Visa card from zenith bank and my master card from keystone Bank , how can I resolve this issue?

Start by contacting your issuing banks and see if THEY rejected it. (Possibly as an online fraud protection measure)
If they didn’t reject it, verify that your cards are in the same region as your AppleID.
