I just did the update to iOS 16.5 and I am not getting numbers on my email con for unopened emails on my iPhone or iPad mini 6. I have checked setting and email Allow notification are on, Badges are on and this is on both devices.

While perhaps counterintuitive, disable notification badges on both your iPhone and iPad:
Settings > Mail > Badges - set to OFF
Having disabled notification badges, force restart your iPhone and iPad as described within the associated User Guide:
Force restart iPhone - Apple Support
Force restart iPad - Apple Support
After restarting the devices, you can re-enable notification badges:
Settings > Mail > Badges - set to ON
