This appears to be a hardware issue. I recommend that you contact 👉 Official Apple Support OR you can always get your iPhone examined at the Apple Store 👉 Genius Bar Reservation and Apple Support Options or at an Authorized Service Center for further diagnosis and a resolution.

Does the dot also appear on pictures taken with the 3x lens?

That can be some dirt caught on the lens. Try cleaning the area with a dry lint free cloth and try again.
