I just got my son his first phone, and I cannot figure out how to download apps on his phone. I have him as a family member (minor) under family sharing and have given him access to download apps, etc but when we try to download them it just spins. any suggestions?

That just means there's an issue connecting to the App Store to initiate the download. It has nothing to do with settings, or with allowing or disallowing the downloads in any way.
Also, if you set up Ask to Buy on his Apple ID with Family Sharing, then make sure you are responding to the download request on your devices.
Force close the App Store, restart the iPad, and try again.
