Freeform : difference between a board and a tab?

I was hoping that tabs in Freeform would be like pages in a document - 1 board, multiple tabs. Thinking you could then export say a 6 tab board to a 6 page PDF. However, doesn't work that way, so what is the difference between a board and a tab?

It seems that when enabling Tabs, it's merely allowing a user to be able to view multiple boards by using Tabs rather than having to select boards one by one. In this case, I'd say in FreeForm, it might seem like a tab is the same as a board but really Tabs are just allowing a more convenient way to view several boards by simply select the tabs assigned to them. Maybe it will evolve to be more like Pages eventually. Time will tell!
