I can't add a person to the People album. When I open a photo of the person that I want to add and then tap the info button there is no thumbnail with a question mark on the photo of the person. Any thoughts?

Then Photos could not detect a face in the photo. In that case you cannot add this photo to the People album, because photos iOS does not allow us to mark the faces manually. Try to find a different photo of the person.
